What the breadth says alongside the index level
Breadth separates a fall carried by a few large buyers from one spread across government. When the DGI falls while most buyers increase, the decline sits in a handful of large programmes; when most buyers decrease, as in the 12 months to September 2026, the slowdown is broad.
New buyers are entities with an award in the current window and none in the prior; inactive buyers awarded in the prior window and not since. Both are outside the increasing/flat/decreasing count.
